Some times while browsing Central Administration site, It was noticed that there is no link for creating or extending Web Application in Application Management Tab.
After some search and playing with Central Administration Site, I found that I was browsing CA site directly through it URL i.e. http://spdev:2020. When I opened CA directly through its shortcut Start –> Programs –> Administrative Tools –> SharePoint 3.0 Central Administration, it worked fine as it should be.
